About the Firm

The Ragan Law Firm offers commercial arbitration, mediation and neutral services from bases in the Twin Cities and the San Francisco Bay Area.  For close to 30 years, Charles R. (“Chuck”) Ragan practiced with the firm of Pillsbury Madison & Sutro (and successors) across a spectrum of complex commercial litigation, as well as international arbitration.  Through his work with Chief Judge Peckham and Magistrate Judge Brazil in the Northern District of California, he was at the forefront of the Alternative Dispute Resolution movement. Through his work since 2002 as an original participant in Working Group 1 of The Sedona Conference, he has participated in the rational development of practical principles and norms for information governance and e-discovery. He has served as an expert witness, and is a certified information privacy professional (CIPP/US), arbitrator, mediator and neutral evaluator. 

While at Pillsbury, Chuck counseled both Fortune 100 companies and emerging companies on the efficient resolution of complex commercial disputes. He has litigated securities class and derivative actions, tried a suit over a broken multi-billion dollar merger to verdict, and handled international arbitrations touching six continents.  He has experience with contracts, intellectual property (including international patents and licenses concerning biotechnology and medical devices), competition issues, corporate governance, joint ventures, mergers and acquisitions, securities, representation and distribution agreements, insurance coverage disputes and RICO.

More recently, Chuck has focused his non-ADR practice on the management of electronic information in complex business organizations, providing clients with both proactive policy guidance and counsel on issues of, discovery in litigation and investigations.  

He is admitted in California, Minnesota and New York.

In addition to his practice duties, Chuck is an adjunct professor at the University of Minnesota (since early-2012, Information Governance), UC Hastings School of Law (since 2013, Electronic Discovery), and Hamline University (since 2014, Ethics in E-Discovery).
